Why a workflow might do nothing

The canvas won't let an inert workflow look healthy. It flags:
- a retired step that can't run;
- an agent that can't run from a trigger (the four with their own entry points);
- a required setting left empty ("needs setup");
- an agent-led trigger without its paired agent;
- a missing integration (usage decline without a usage source);
- an empty branch, where matching accounts fall through silently;
- no agents and no actions anywhere.
